National Legislation
National efforts to increase recycling and sustainability for plastic are currently lagging behind individual states efforts. Individual states are driving the industry to recycled content minimums. As more and more states pass PCR requirements and EPR bills, national legislation will be more likely.
Current Efforts

Invest in America Act, HR 3684
This law originally contained plastic pellet pollution measures. This was removed before the bill was signed into law on 11/15/21.
The law does include $250M/yr for education and outreach regarding consumer recycling.

Break Free From Plastic Pollution Act
Currently in the Environment and Climate Change Committee in the House of Representatives.
This would act as a national EPR bill and would implement a national bottle bill. The bill targets:
75% of beverage containers recycled by the end of 2027
65% of all other covered products recycled by the end of 2027
Recycled Content Schedule:
25% - 2025 | 50% - 2030 | 70% - 2035
